Does that last empty spot in FireRed's Pokedex haunt you? That place belongs to Mew, and unfortunately there is no longer a traditional method of catching it, because it is a Pokemon only distributed at Nintendo events. The only way to get Mew today is with an exchange, or by using a code.
Steps
Method 1 of 2: Get Mew with an Exchange
Step 1. Find a friend who has Mew
Trading it is the only legitimate way to get Mew in FireRed. Mew is an Event Pokemon, which was made available in a single 2006 event.
There is a glitch that allows you to encounter Mew and catch him, but it only works for the original Pokemon games. It does not work in FireRed
Step 2. Find a suitable trading stone
Mew is extremely rare and your friends won't easily trade it. You will have to propose something of equal value, so make sure you have a good choice of Pokemon and be prepared to part with the best to have Mew.
- All Legendary Pokemon are suitable for trading. These include Articuno, Zapdos, Moltre, Raikou, Entei and Suicune. Plus, if you have some of the legendary events, like Lugia and Ho-oh, the swap will be easier.
- You will most likely have to part with MewTwo to get Mew.
- Increase the EV points of the Pokemon to trade. If your Pokemon have high EV points, they will be much more palatable for a trade than freshly caught Pokemon. Spend some time upgrading your Pokemon before starting the trade.
Step 3. Make the trade
When you've finally managed to convince your friend to trade Mew, connect the two systems and start the trade. Rejoice that you just got one of the rarest Pokemon in the game, and that you did it legitimately!
Method 2 of 2: Using Codes for Action Replay
Step 1. Run FireRed on your emulator
Visual Boy Advance is the easiest emulator to use and in which to insert codes for Action Replay. If you have a real Action Replay, learn how to insert the code into it.
- The downside to this code is that you won't be able to fully control Mew, who will often disobey you. It's worth it to fill that last Pokedex spot!
- It is possible to receive an Egg instead of Mew. In this case you will need to create a new game and try the code again.
Step 2. Make sure the first slot of Box 1 is empty
Mew will replace the Pokemon in this slot, so make sure it's empty.
Step 3. Enter the Master Code
For the code for Mew to work, you will need to enter the Master Code first. When the game is running, click on the "Cheats" menu and select "List". Click on the Gameshark… button, type "Master Code" as a description, and copy the following code into the Code field:

Step 4. Enter the Mew Code
Once the Master Code has been entered, create a new entry for Mew. Copy the following code into the Code field:

Step 5. Open Bill's PC
You will find Mew in the first slot of Box 1. When you move Mew to a new slot, a copy will be created.
Mew will be at level 5
Step 6. Deactivate the code when done
When you have created all the Mew you want, disable the code from the "Cheats" menu to return the game to normal.
Step 7. Start leveling Mew
Mew won't obey you much when you start using it. When he levels up, however, he will be more disciplined. It should be quite tame around level 20.
