Step 1. Focus primarily on the business districts
You won't get any commercial skyscraper unless you have a population of at least 5000 people working in offices. Once you reach this threshold, you can build a bag to attract large buildings.
Step 2. Make sure the area is desirable enough
A good commercial area will be distant from the industrial zones of the city and will contain many squares, as well as being built on high-value land.
