Kyogre is a Water-type Legendary Pokémon. Along with Groudon and Rayquaza, he is part of the climate-related trio. Specifically, Kyogre has the ability to expand the oceans. You can catch it in Emerald after beating the game.
Steps
Step 1. Defeat the Elite Four and the Champion
Before you can find and capture Kyogre, you must finish the game's main story by beating the Elite Four and the Champion. You have to defeat them all in a row, otherwise you will have to start over, so make sure you are prepared.
- Stock up on Hyper Potions. These are the best value potions in the game. Many Pokémon don't have more than 200 HP, so these potions are as effective as Max Potions, but cost a lot less.
- Stock up on Revives too. They will be very useful for reviving Pokémon between battles.
- Make sure your team is at least level 56. All Pokémon on your main team should be at least level 56 before battling the Elite Four. If you have Rayquaza, use it, as it is of a much higher level than the Elite Four and Champion Pokémon.
- Perform a game save after defeating each member of the Elite Four. This way, you will be able to load the game instead of starting over from the beginning.

Step 2. Raise your Pokémon to at least level 70
Kyogre is level 70, so you need to have a team that can take a few hits and keep fighting. It will take time to train your entire team, so you should only focus on some of your most powerful Pokémon. Rayquaza will help you a lot, because you will already find it at level 70. The grass and electro attacks will help reduce Kyogre's hit points.
To access the cave Kyogre is in, you need a Pokémon with the Sub move
Step 3. Stock up on Net Ball and Timer Ball
Net Balls are the most effective balls to use against water-type Pokémon. Try to buy at least 40. Timer balls are also very useful and become more effective than Net balls after 30 rounds.
- Make sure you prepare well before you go hunting for Kyogre, as he won't stay in the same place for long.
- If you have the Master Ball, you can use it on Kyogre to catch him right away. However, you only have one available!
Step 4. Reach the Weather Institute on Route 119
When you can use your character again after beating the game, use Flight to quickly travel to Forest City. Proceed west to Route 119 and enter the Weather Institute in the upper left corner.
Step 5. Talk to the Scientist to find out Kyogre's location
This Pokémon travels often, and if Groudon is active, you'll need to catch Groudon first or wait for the weather to change.
- If the Scientist tells you that there are "Heavy Rains" on a certain path, that is where you can find Kyogre. Possible routes include Route 105, 125, 127, and 129.
- If the Scientist tells you that there is "drought" on a certain path, it means that Groudon is active. You will need to go to that spot to catch Groudon or wait for the weather to change and talk to the Scientist again. For more details, you can search the internet for how to catch Groudon.
Step 6. Go to the path with unusual rains
Fly to the nearest city, then proceed to the path that the Scientist pointed out to you. You will notice rain and lightning as you walk.
Step 7. Use Surf to enter the water and look for the darkest spot
While it rains, a darker spot will appear in the water. This spot changes based on Kyogre's location, so you'll have to move around the water until you find it.
Step 8. Immerse yourself in the dark spot
Use Sub when you are above the dark point of the water and you will end up in an underground cave.
Step 9. Enter the cave
You will see an entrance at the bottom of the underground cave. Get to it by swimming.
Step 10. Emerge in the Sea Cave
Once you pass the entrance, you will be asked to emerge. Do it to reach the Sea Cave.
Step 11. Save the game
Do this before you face Kyogre. This way, you can quickly load up the game if you defeat the Legendary Pokémon or if your entire team is knocked out. If you take out Kyogre, he'll disappear forever, so you'll need to load up the game.
Step 12. The fight with Kyogre begins
Proceed into the cave and approach the pool where the Pokémon is located. He will come towards you and the fight will begin.
Step 13. Bring Kyogre's HP to the red zone
Use grass-type and electro-type moves to deal a lot of damage to him. Before you start throwing Poké Balls, make sure the Legendary Pokémon's health has reached the red zone.
If you've decided to use the Master Ball to catch Kyogre, just throw it at the start of the fight, which ends immediately. Remember, you only have one available
Step 14. Start casting Net Ball when his health is low
These Orbs have the highest chance of catching Kyogre, so start throwing them after bringing the Pokémon's health to the red zone. Throw a ball each turn.
Kyogre has a move that causes him to fall asleep and allows him to fully recharge his hit points. Don't be discouraged! Chances of catching him increase while he sleeps, so keep throwing orbs. Once he wakes up, reduce his hit points again
Step 15. Switch to Timer Balls after 30 turns
After 30 rounds of battle, Timer Balls become more effective than Network Balls. Switch orbs to increase your chances of success.
Step 16. Reload the game if Kyogre or all of your Pokémon are defeated
The Legendary Pokémon knows a move that also deals damage to itself as well as to the enemy. This means that he can defeat himself. If that happens, it will disappear forever. In this case, you need to reset the game and reload the game. Reload even if all your Pokémon faint, because in this case Kyogre would move and you would have to start from scratch.
