Steps
Method 1 of 2: Start with an Elastic Hair Tie

Step 1. Find an elastic hair tie

Step 2. Measure its circumference

Step 3. Cut a rectangular piece of fabric 3-4 times the circumference of the tie (not under tension) and 7.5 to 12.5 cm wide

Step 4. Join the outer sides and sew the short ends together to make a large loop of fabric

Step 5. Wrap the ring around the tie from the inner sides, making sure that the outer part is visible

Step 6. Pin the open sides of the ring

Step 7. Using a sewing machine and thread to make the rolled hem, proceed on the open sides with a seam that hides the unfinished edges
Note: You can also do this by hand, or by pinning the open sides and making a rolled seam of about 6mm, then finishing with the topstitch. The aim is to hide the unfinished hems

Step 8. Put on your new colored hair tie
Method 2 of 2: Start with a Piece of Cloth

Step 1. Take a piece of fabric of the same size as in the previous instructions

Step 2. Fold it lengthwise, with the outer side inside, and sew along the edge

Step 3. This step is a bit tricky:
turn your fabric tube, pushing the fabric against itself, to make the outside visible.

Step 4. Cut a piece of elastic to a size equal to the length of the desired circumference

Step 5. Attach a safety pin to one end of the elastic and push it through the fabric tube
Make sure you hold the other end on the side you started from.
