Most people only use Google as a search engine, but that site actually offers a lot of useful tools if you sign in with a Google account. Google Docs is one of them. Steps
Step 1. Log in to your Google account
After doing this you will be able to see many applications on the right.
Step 2. Go to Google Docs and upload the scanned PDF file
After logging into Google Docs, you will find "Upload…" in the upper left part of the window. Click that button to open the upload window, and choose the file you want to edit. After selecting it, check the "Convert text from PDF file or image to a Google Docs document" option. Then, the upload begins.
Step 3. Upload other PDF files if needed
After uploading the first file, you will see a reminder on the right, and you can upload more or open the one you just created.
Step 4. Open the scanned PDF file
After opening the file, you will see a yellow warning "This document contains text automatically extracted from a PDF file or image, formatting may have been lost and not all text may have been recognized."
Step 5. Save the scanned PDF as an editable format
You can save it in many formats that you can edit, such as.txt and.doc. Just go up File > Download as > choose Text, Word or other format.
