Step 1. Know your audience
Find out what's important to them. Do they want a person who makes them "laugh" or someone who can "fight" for their rights? The best, however, is to combine the two types

Admit what you can and what you cannot do. Do not make false "political promises", such as no taxes or no homework
Step 3. Be cheerful
Don't just talk about boring details and serious problems - otherwise people will start to get bored.
Be careful not to go too far off topic! You can digress a little and make a few jokes, but don't forget the real purpose of your speech
Step 4. Try to be concise
Nobody likes someone who goes too far. 5-10 pages will be enough.
