It is not easy to be an Internet Service Provider. There is a need for a large capital for the equipment and the proper building. All resources such as energy, cooling and line must be planned.
Steps
Step 1. Find a suitable building to house an ISP's data center
Normally, the building must have a raised floor to allow the passage of cables.
Step 2. Purchase and install UPS units, a power generator and HVAC units
The UPS unit and power generator are needed in case of a blackout. HVAC units are used to keep the data center from overheating, because the ISP's equipment generates heat that can cause damage.
Step 3. Make a deal with some other major Internet Provider
Your ISP must have its own internet connection through the agreement.
Step 4. Ideally, you should be doing this with two major Internet Providers
Many ISPs use 5 to ensure good speed, connection and reliability.

Step 6. Buy an optical fiber in a telecommunication shop to connect to the main Internet Providers
Step 7. Buy and configure routers, switches and computers
Don't buy cheap equipment or your customers will complain about your ISP's performance. All these equipments form the backbone of the ISP.
