Zorua is a dark type fox Pokemon that can use illusions to transform into other Pokemon or even people. You can find Zorua thanks to a special event in Pokemon White, the fifth generation of games in the Pokemon series. This method requires you to have the promotional Celebi which was released to Game Stops when the game was launched.
Steps
Method 1 of 2: Get Celebi with the Relocator
Step 1. Obtain Celebi of Destiny Encounter
Celebi is a promotional Pokemon that was released in 2011 by Game Stop and during a mall tour for Pokemon Black and White. If you haven't attended one of these events, you will need to borrow one from another player or use cheats. Action Replay to add one to your group.
Step 2. Get the Relocator
This item allows you to transfer promotional Pokemon into the game. To add the Relocator option to your menu, follow these steps:

Go to Austropolis and find the Name Assessment Service on the left side of the road north of the central square.

Go to the 11th floor and talk to a scientist in the lower right corner. It will ask you for two sets of passwords.

Answer his questions with "Everyone + Happy" and then with "Simple + Connect". The Relocator option will be added to your Main Menu.

Step 3. Use the Relocator to add Celebi to your party
Restart your DS and select the Relocator item from the main menu. Set up your DS wireless connection with another DS system and use the "download and play" option to get the Celebi promo on your system.
Method 2 of 2: Get Zorua with Celebi
Step 1. Go to Austropolis
You can walk there across the desert on Route 4 or via the Freccialuce Bridge.

Make sure you have a Poke ball, free space in your party and a Celebi.

Step 2. Find the Game Freak building and enter
Game Freak HQ is a black building on the right hand side of Via Ostro, the easternmost of the four streets in the city. If you come from the Freccialuce Bridge, just turn down the first street that opens on your right.
Step 3. Talk to the guy next to the bar
You will see a boy and a girl standing in front of a bar in the first room of the building. The boy is the one on the left. Come closer and talk to him. If you have Celebi in your party, he will come out, and the boy will say "Yip yap!" and will reveal that he is Zorua in disguise. The girl next to him will suggest that Celebi and Zorua are good friends and that Zorua would like to come with you.
Step 4. Answer "Yes" when you have the chance
A box will appear asking if you want to add Zorua to your group. Choose Yes.
Step 5. Select a poke ball from your inventory
Any type of poke ball will do. Zorua will enter your ball and join the group!
